My family and friends would like to host a neighborhood dog show. Is it possible to host one? Just a fun one with me and my friends being the judges and stuff. Would we have to go to the city hall to rent out a park or something? It would be great if somebody could tell me.

Sure why not… lots of work and planning but it would be fun =)
You will have to look into local by-laws of course, and have strict rules that each dog is leashed and owners are present etc.
Find out how much interest there is… and maybe someone could host it in their back yard if you have a small comunity…. other wise host it in a public dog park, and say come one and all.
